Mell Chhoy is an Associate Attorney at SR Holguin, PC.
Mell is experienced in representing unions in litigation in both federal and state court as well as in matters before the National Labor Relations Board (NLRB) and the Federal Labor Relations Authority (FLRA), including unfair labor practice charges.
Mell’s fascination with labor law encouraged them to take advantage of every opportunity to learn about all facets of labor law. Before joining SR Holguin, PC, Mell served as a Peggy Browning Fellow at the National Federation of Federal Employees (NFFE); a legal extern with the Department of Justice’s Civil Rights Division – Immigration and Employee Rights Section; and a legal intern with the Small Business Administration’s Office of General Counsel. While at NFFE, Mell helped arbitrate cases before the FLRA on behalf of federal union workers and initiated grievances for newly organized bargaining units.
During law school, Mell served as the Annual Review Executive Editor with the Georgetown Journal of Gender and the Law, and as the Community Chair for Georgetown’s Asian Pacific American Law Students Association. Mell also served as a research assistant to former NLRB Board Member and Chairman, Mark Gaston Pearce, with whom they co-authored an article with.
As a child, Mell’s father instilled in them a thorough appreciation for everything unions do for workers. As an adult, their own experiences in the workforce – as a worker, management, and HR – reinforced their father’s teachings and led them to desire a career advocating for workers.
In Mell’s free time, they enjoy running, cooking, and tending to their burgeoning collection of plants.
